RESUMEN DE NOTAS DE MIGRANTES, NACIONALES Y DE EU de hoy

REPROCHA SENTIMIENTO ANTIMEXICANO / MILENIO

OBAMA'S IMMIGRATION SPEECH FALLS SHORT / SACRAMENTO BEE
President Obama's recent speech in El Paso, Texas, addressing America's broken immigration policy was very disappointing to immigrant advocates, the Latino community and anyone concerned about human rights. He offered only a vague assessment of the issue, and ignored calls by leading Latino politicians, most notably Rep. Luis Gutierrez, D-Ill., to use his executive powers to take decisive action to reform the system. Obama seemed distracted and, at times, even flippant as he stated his case. He said that the issue was "complex," even though there is nothing complicated about immigration policies that have resulted in increasing deportations - or that have split up many families unjustly and arbitrarily.

DEPARTMENT OF HOMELAND SECURITY TO EVALUATE CRIMINAL DEPORTING PROGRAM / DANIEL GONZÁLEZ / THE ARIZONA REPUBLIC
The Department of Homeland Security will conduct an internal review of a controversial federal immigration-enforcement program that has led to the deportation of thousands of immigrants in Arizona to determine whether the program has strayed from its primary goal of removing dangerous criminals. DHS inspectors also plan to look into a burgeoning controversy over whether Immigration and Customs Enforcement officials falsely misrepresented the Secure Communities program as voluntary to persuade counties and states across the country to participate. All 15 counties in Arizona participate in the program that lets federal immigration-enforcement officials quickly screen all people booked into local jails. Arizona is one of 11 states fully participating in the program.

'SANCTUARY CITIES' BILL IS HARMFUL / SAN ANTONIO EXPRESS-NEWS
The immigration issue can only be solved in D.C., not in Austin. As the regular session of the Texas Legislature draws to a close, the House is churning out plenty of signature bills from the Republican supermajority — some of it bad. It will be up to the Senate to improve legislation when possible and stop it when not. In the case of the so-called “sanctuary cities” measure, senators should do the latter. The controversial measure passed the House in a controversial manner. Republicans voted to end debate on the bill and any amendments. Along the way to passage, House Speaker Joe Straus refused to recognize any parliamentary points of order.

BREWER CONTINUES TO PLAY SB 1070 FOR ALL IT'S WORTH / ARIZONA DAILY STAR
Last week was a fitting time to learn of Gov. Jan Brewer's planned memoir, "Scorpions for Breakfast: My Fight Against Special Interests, Liberal Media, and Cynical Politicos to Secure America's Border." News of the memoir came a day after she and Attorney General Tom Horne announced they will be taking the fight over SB 1070 to the U.S. Supreme Court. That seems like appropriate timing for Brewer's book. It's all about marketing. After all, Brewer and Horne have enhanced their political names by alienating Mexican-Americans in our state. Horne gave himself a ratings boost by acting against the Tucson Unified School District's Mexican American Studies program, which is unrelated to border issues but has become culturally and politically connected. Brewer received a similar boost by signing SB 1070, which would allow police to question and detain suspected illegal immigrants - a policy that could lead to racial profiling.

ILLEGAL IMMIGRATION CRACKDOWN WORRIES FARMERS, LABORERS IN GEORGIA'S VIDALIA ONION COUNTY / KATE BRUMBACK, RAY HENRY / ORLANDO SENTINEL
Signs point to an exodus in Vidalia onion country. Fliers on a Mexican storefront advertise free transportation for workers willing to pick jalapenos and banana peppers in Florida and blueberries in the Carolinas. Buying an outbound bus ticket now requires reservations. Illegal immigrants and their families who harvest southeast Georgia's trademarked sweet onions are considering leaving rather than risk deportation in the wake of a law signed by Gov. Nathan Deal targeting illegal workers. While most states rejected immigration crackdowns this year, conservative Georgia and Utah are the only states where comprehensive bills have passed. With the ink barely dry on Georgia's law, among the toughest in the country, the divisions between suburban voters and those in the countryside are once again laid bare when it comes to immigration, even among people who line up on many other issues.

ARIZONA PLANS FENCE TO STOP IMMIGRATION FROM MEXICO - IF AMERICANS WILL PAY FOR IT / LOURDES MEDRANO / THE CHRISTIAN SCIENCE MONITOR
Arizona was the first state to enact a tough anti-illegal immigration law last year. Now, it wants to be the first to build its own fence along the Mexico border. A law that allows for construction of the fence goes into effect July 20. The state now needs money – and Arizona Sen. Steve Smith (R) is counting on the generosity of Americans to make the project come to fruition. “Unfortunately, the state is broke and quite frankly we can’t take on this massive project by ourselves,” says the senator who sponsored the legislation.

GINGRICH SOLDIERS ON, SUGGESTS IMMIGRATION PLAN / KAY HENDERSON / CHICAGO TRIBUNE
Newt Gingrich, whose campaign for the 2012 Republican presidential nomination has gotten off to a rocky start, risked fresh controversy on Thursday by suggesting that some illegal immigrants living in the United States "may have earned the right to become legal." The former speaker of the House of Representatives launched his White House bid on May 11. But he has already drawn the ire of fellow conservatives by criticizing a Republican plan to overhaul the massive Medicare health insurance program and embracing a key element of President Barack Obama's 2010 healthcare law.

RETIREES FUEL NEVADA'S BIG POPULATION GROWTH, CENSUS SHOWS / BRIAN HAYNES / LAS VEGAS REVIEW-JOURNAL
Thanks to aging baby boomers and relocating retirees, Nevada's rapid population growth in the past decade included a graying boomlet, according to newly released census figures (...) The combination of an aging population and the exodus of younger workers amid the recession could slow Nevada's future population growth. High birth rates among the fast-growing Hispanic population and large communities of Catholics and Mormons could stem a loss of residents, but only time will tell, he said.

LOSING (BUT LOVING) THE GREEN CARD LOTTERY / YASCHA MOUNK / THE NEW YORK TIMES
EACH year, 50,000 green cards, which allow immigrants to become permanent residents and eventually qualify for United States citizenship, are randomly given away. The 10 million or so aspiring Americans who enter this lottery every year do not have to have family members here. Nor do they have to demonstrate special skills. They merely have to come from a country, like my native Germany, that is underrepresented in the immigrant pool, fill out a simple form and hope that, against very long odds, they get to live the American dream.

They also appear to have higher rates of having both diabetes and a mood disorder, such as anxiety or depression, according to a new study presented this week at the American Psychiatric Assn.'s annual meeting. IMMIGRATION ISN'T AS BENEFICIAL AS POLITICIANS CLAIM / JAMES BISSETT / CALGARY HERALD
The recent election campaign focused a great deal of attention on immigrant communities. There are good reasons for this. Since 1990, Canada has been accepting about a quarter of a million newcomers each year and these numbers have caused a dynamic transformation in the demographic characteristics of our country. The pace of change is underlined by research done by Statistics Canada showing the phenomenal growth in the number of so-called ethnic enclaves since the early 1980s. Statistics Canada defines an ethnic enclave as a community where over 30 per cent of the population is of one ethnic group other than English or French. In 1981, there were six ethnic enclaves in Canada. Today, there are 260.
